An ENERGY STAR-certified heat pump water heater may use approximately 50% less energy than a standard electric water heater, although actual savings depend on household hot-water use, equipment settings, installation location, ambient temperature and electricity rates.

Available Rebates
Standard Heat Pump Water Heater Rebate: Up to $1,000
The Home Renovation Rebate Program currently provides a rebate of up to $1,000 for an eligible electric heat pump water heater.
This program is funded through BC Hydro and FortisBC in partnership with the Province of British Columbia. The exact application route and general property requirements depend on the electricity provider serving the home.
Typical Eligibility Requirements
For the standard rebate, the project will generally need to meet requirements such as:
The existing water heater must be the home’s primary water heater.
The existing system must normally be a qualifying electric storage water heater.
The new heat pump water heater must be new and installed as the primary water-heating system.
The selected model must be listed as Tier 2 or higher on the Northwest Energy Efficiency Alliance Advanced Water Heater Specification Qualified Products List.
Installation must be completed by an appropriately licensed contractor with a GST number and a valid British Columbia business licence for the applicable trade.
Self-installations are not eligible.
The home must meet the general eligibility requirements of the applicable utility program.
The rebate application and supporting documents must normally be submitted within six months of the invoice date.
BC Hydro’s Home Renovation Rebate Program also has general requirements related to the home’s space-heating system, utility account, building type and age. FortisBC and participating municipal-electricity customers follow the eligibility rules published for their service area.
Do not assume that owning an electric water heater is the only qualification. Review both the general program requirements and the heat pump water heater-specific requirements before purchasing equipment.
BC Hydro – Condo and Apartment Rebate Program
BC Hydro currently offers a $1,000 heat pump water heater rebate for eligible individual condo and apartment units.
This program is separate from the rebate route used for most detached and ground-oriented homes.
Eligible Building Types
The unit must generally be located in an eligible:
Low-rise apartment building
High-rise apartment building
Strata condominium
Equity co-operative
Purpose-built rental building
Stacked-townhome building
Multiplex containing six or more units
Single-family homes, secondary suites in detached homes, mobile homes, duplexes, triplexes, row homes, side-by-side townhomes and multiplexes containing five or fewer units are not eligible through this specific condo and apartment program.
Key Project Requirements
The existing water heater must be the unit’s primary electric water heater. The new all-in-one heat pump water heater must:
Replace an existing hard-wired electric-resistance water heater
Be listed as Tier 2 or higher on the NEEA qualified-products list
Include electric backup or supplemental heating where applicable
Be installed with appropriate ventilation so that it does not create unwanted cold areas
Be installed by a licensed contractor
Approval from the strata or equity co-op board may be required before installation.
Pre-Approval Is Required
Applicants must request and receive a BC Hydro pre-approval code before starting the project.
The usual sequence is:
Confirm that the unit and building type are eligible.
Obtain a quote for qualifying equipment and installation.
Obtain strata or co-op approval where applicable.
Request a pre-approval code from BC Hydro.
Wait for approval before proceeding with installation.
Complete the project and pay the contractor.
Submit the final application with the pre-approval code, utility-account information and paid invoice.
The pre-approval code is normally valid for six months. Starting the project before receiving pre-approval can result in the rebate being denied.
CleanBC Better Homes Rebates
Income-qualified households may be eligible for an enhanced heat pump water heater rebate through the CleanBC Better Homes Energy Savings Program.
The program may cover up to 100% of eligible invoiced upgrade costs, subject to the applicable maximum rebate.
For ground-oriented homes, the current maximums include:
Up to $3,500 for eligible Income Level 1 households replacing electric or wood water heating
Up to $2,800 for eligible Income Level 2 households replacing electric or wood water heating
Up to $3,500 for qualifying households replacing natural gas, propane or oil water heating
For eligible condo and apartment units:
Up to $3,500 for Income Level 1
Up to $2,800 for Income Level 2
The amount available depends on household size, combined pre-tax household income, assessed property value, home type and the fuel used by the existing water-heating system.
Important Energy Savings Program Rules
Applicants must generally:
Pre-register and receive an eligibility code before installing the equipment
Use a contractor registered and approved for the Energy Savings Program
Install a Tier 2 or higher qualifying heat pump water heater
Replace the home’s primary water-heating system
Comply with applicable municipal, electrical, plumbing and safety requirements
Provide the documentation required for the selected upgrade
Allow the registered contractor to submit the rebate documentation within the applicable deadline
For applications received on or after July 6, 2026, Energy Savings Program eligibility codes are valid for upgrades completed within three months of the approval date. Applicants who do not complete the work within that period may need to reapply and have their eligibility reassessed.
When replacing a natural-gas, propane or oil water heater, the fossil-fuel equipment and associated infrastructure may need to be removed or properly decommissioned. Proof of removal or decommissioning can also be required.
FortisBC Heat Pump Water Heater Rebates
FortisBC electricity customers and customers of participating municipal utilities may have separate residential rebate options.
Standard FortisBC Rebate
Eligible residential electricity customers may receive up to $1,000 when replacing a standard electric storage-tank water heater with an eligible heat pump water heater.
The existing tank must generally be operational, and emergency replacements may not qualify through this standard route. The new model must be Tier 2 or higher on the NEEA qualified-products list.
Applications must normally be submitted within six months of the paid invoice date.
FortisBC Income-Qualified Rebate
Eligible income-qualified FortisBC electricity customers and participating municipal-electricity customers may receive up to $2,500 for a qualifying heat pump water heater.
This program has additional requirements involving:

Commercial and Multi-Unit Residential Rebates
Commercial buildings and whole-building multi-unit residential projects do not follow the same rules as an individual residential unit.
Eligible FortisBC or participating municipal-electricity customers may currently qualify for:
$2,000 per unit for an eligible all-in-one heat pump water heater
$3,000 per unit for an eligible CO₂ heat pump water-heating system
These incentives may apply to qualifying commercial, agricultural and multi-unit residential buildings, including some existing-building and new-construction projects.
Commercial eligibility depends on the utility account, building type, equipment specifications and program terms. Applications and supporting documents must generally be submitted no later than 365 days after the equipment purchase date or installation date, whichever occurs first.
Can Heat Pump Water Heater Rebates Be Combined?
Rebates should not be assumed to stack automatically.
The CleanBC Energy Savings Program cannot generally be combined with the Home Renovation Rebate Program for the same heat pump water heater. A household may receive only one rebate payment for the same primary water-heating upgrade across the listed provincial and utility programs.
The correct approach is to compare the available programs before installation and select the most suitable eligible pathway.
Possible Home Renovation Bonus Rebates
Under the standard Home Renovation Rebate Program, a heat pump water heater can count as one bonus-eligible upgrade.
Applicants completing multiple eligible upgrades may qualify for one of the following:
Two Upgrade Bonus: $300 for completing two eligible upgrades
Home Energy Improvement Bonus: $750 to $2,000 for completing at least three eligible upgrades and achieving a measured improvement in the home’s EnerGuide report
These two bonus options cannot be combined with each other.
Is an EnerGuide Evaluation Required?
An EnerGuide home evaluation is not normally required for the basic $1,000 heat pump water heater rebate.
It becomes relevant when:
You are planning several coordinated energy upgrades
You want to understand how upgrades affect the home as a complete system
You intend to apply for the Home Energy Improvement Bonus
A particular financing, labelling or incentive program requires energy modelling
You are completing a larger renovation or high-performance retrofit
To qualify for the Home Energy Improvement Bonus, a homeowner must complete a pre-upgrade EnerGuide evaluation, complete at least three eligible upgrades within the required period and then complete a post-upgrade evaluation.
The pre-upgrade evaluation must take place before the eligible work begins.
How to Avoid Losing Your Rebate Eligibility
Follow these steps before ordering equipment or beginning installation.
1. Identify Your Property Type
Determine whether the property is a detached or ground-oriented home, an individual condo or apartment unit, a whole multi-unit building, a rental property or a commercial building.
2. Confirm Your Electricity Provider
Program requirements differ for BC Hydro, FortisBC and municipal-electricity customers.
3. Identify the Existing Water-Heating Fuel
Confirm whether the current primary water heater uses electricity, natural gas, propane, oil or wood.
4. Check Income-Qualified Programs First
An income-qualified household may be eligible for substantially more than the standard $1,000 rebate. Compare the CleanBC Energy Savings Program and any applicable utility income-qualified program before installation.
5. Obtain Pre-Approval Where Required
Pre-registration or pre-approval is required for the Energy Savings Program and the BC Hydro Condo and Apartment Rebate Program.
Do not begin the work until the required approval or eligibility code has been issued.
6. Select an Eligible Product
Confirm the exact manufacturer and model number on the current NEEA Tier 2 or higher qualified-products list. Do not rely only on a contractor’s verbal statement or a general ENERGY STAR label.
7. Use the Correct Contractor
Standard programs require a licensed contractor. Income-qualified programs may require a contractor specifically registered and approved for that program.
8. Keep Complete Documentation
The paid invoice should clearly identify:
Property address
Contractor information
Installation date
Manufacturer
Model number
Equipment and labour costs
Proof of payment
Existing equipment replaced
Any rebate deducted directly from the invoice
Additional permits, inspection records, photographs or proof of fossil-fuel-system removal may also be required.
9. Submit Before the Deadline
Depending on the program, the deadline may be calculated from the invoice date, pre-approval date, purchase date or installation date. Verify the applicable deadline before the project starts.
