Eligible British Columbia homeowners may receive up to $5,500 for insulation installed in attics, exterior walls, basements, crawlspaces and other qualifying areas. The available amount is calculated using the insulated area and the R-value added, rather than one fixed payment for every project.
Income-qualified households may qualify for higher rates of up to $2,000 per eligible insulation area. Some households may instead receive approved insulation and weatherization upgrades at no cost through the Energy Conservation Assistance Program.

Are Insulation Rebates Available in BC?

Yes. Current programs support insulation installed in eligible existing, year-round residences.
The principal eligible areas include:
Attics and cathedral ceilings
Exterior wall cavities
Exterior wall sheathing
Basement and crawlspace walls
Exposed floors
Floors over crawlspaces
Basement and crawlspace headers
Standard rebates can total up to $5,500 per home, although the actual payment depends on square footage and the R-value added.
Available Insulation Rebates and Incentives in BC
Available Rebates
Fortis BC
FortisBC provides standard insulation rebates for eligible residential natural-gas and electricity customers.
The maximum standard rebate is $5,500, based on the insulation area, square footage and R-value added.
Eligible homes may include:
Detached houses
Duplexes
Triplexes
Row homes
Townhouses
Mobile homes on permanent foundations
The home must generally be a year-round residence, at least 12 months old and primarily heated by an eligible FortisBC energy source.
The work must be completed by an approved contractor, and the application must normally be submitted within six months of the paid invoice date.
New construction, additions, garage insulation and work required only to meet new-construction codes are not eligible.
FortisBC Income-Qualified Insulation Rebate
Income-qualified FortisBC electricity customers and customers of participating municipal utilities may receive up to $2,000 per insulation area.
Applicants must generally:
Use electricity as the primary heating source
Own and occupy the home as their primary residence
Own only one property in British Columbia
Have one active residential electricity account
Meet the household-income threshold
Live in a home at least 10 years old
Live in a home no larger than 3,500 square feet
A $350 income-qualified two-upgrade bonus may apply when two eligible upgrades are completed.
The rebate cannot normally be combined with another provincially or federally funded rebate for the same insulation work.
Commercial Pipe and Tank Insulation
FortisBC businesses may qualify for separate incentives covering insulation installed on eligible pipes, tanks, valves and mechanical components.
These commercial incentives are separate from residential attic, wall and crawlspace rebates.
CleanBC Better Homes
CleanBC Better Homes coordinates the standard Home Renovation Rebate Program and the income-qualified Energy Savings Program.
Under the standard program, eligible insulation rebates are calculated as follows:

Attic or cathedral ceiling: R12
Exterior wall cavity: R12
Exterior wall sheathing: R3.8
Basement or crawlspace walls: R10
Other eligible areas: R20
Batt, loose-fill, board and spray-foam insulation may qualify. Insulation installed only for soundproofing does not qualify.
CleanBC Energy Savings Program
Income-qualified households may receive enhanced insulation rebates of up to $2,000 for each eligible area.
Current calculation rates include:

The total insulation rebate remains subject to the program maximum. Household income, property and residence requirements apply.
The standard and income-qualified pathways should not be treated as automatically stackable.
CleanBC Better Homes
Eligible BC Hydro customers with electrically heated homes can apply through the Home Renovation Rebate Program.
The standard maximum is $5,500, calculated according to the area insulated and R-value added.
The home must generally:
Be an existing year-round residence
Be at least 12 months old
Use an eligible residential electricity account
Use electricity as the primary heating source
Use an approved insulation contractor
Self-installations are not eligible. The application and supporting invoice must normally be submitted within six months of the installation date.
Households completing two qualifying upgrades may also receive a $300 Two Upgrade Bonus.
Strata corporations and housing co-operatives planning bulk insulation upgrades should contact BC Hydro for pre-approval.
Energy Conservation Assistance Program
The Energy Conservation Assistance Program may provide approved energy-efficiency improvements at no cost to eligible income-qualified households.
Potential insulation work may include:
Attic or ceiling insulation
Exterior wall insulation
Basement or crawlspace insulation
Exposed-floor insulation
Basement-header insulation
Applicants provide household-income and utility information. Approved households receive a home energy assessment, and the program determines which improvements are suitable.
Meeting the income threshold does not guarantee that insulation will be installed.
Program-selected contractors complete approved work. Participants do not choose their own contractor under this pathway.
Federal Programs
The Canada Greener Homes Grant is closed.
Funding for the Canada Greener Homes Loan is fully committed, and new loan applications are no longer being approved.
These programs should not be presented as active insulation funding for new applicants in 2026.

How Is the Insulation Rebate Calculated?
The standard calculation is:
Rebate rate × R-value added × eligible insulated area
For example, adding R20 insulation to 1,000 square feet of eligible attic area would produce:
$0.02 × 20 × 1,000 = $400
The final amount remains subject to the program maximum and eligible project cost.
When existing insulation is removed, the rebate may be calculated using the difference between the previous and new R-value. Removing old insulation does not automatically allow the full new R-value to be claimed.
Main Technical Requirements
New insulation must comply with applicable Canadian insulation standards and relevant building requirements.
Moisture, mould, pest infestations and rodent damage should be addressed before insulation work begins.
For crawlspaces, the applicant can generally claim either:
Crawlspace wall insulation
Floor insulation above the crawlspace
Both approaches usually cannot be claimed for the same area.
Is an EnerGuide Evaluation Required?
An EnerGuide evaluation is not normally required for the standard insulation rebate.
The main requirements usually include:
Eligible insulation area
Minimum R-value
Approved contractor
Complete paid invoice
Submission within the program deadline
An EnerGuide evaluation may still be useful when the owner is planning several upgrades, investigating heat loss or combining insulation with heating-system improvements.
